Leviathan has a crazy amount of agility, meaning he can pull off multiple moves before any of your characters can bust out consecutive attacks. The strategy is simple enough, however. Have Cecil lay into the serpent with his sword attack. Levy's big weakness, obviously being of water element, is lightning. So have Edge cast Blitz for some hefty damage. Edge doesn't have a lot of MP, so when he runs out, don't waste an Ether; just have him attack with his swords.
Rydia will alternate between blasting him with Thundara and Ramuh. Rosa should then keep the Reflect barrier up and heal the party for the rest of the battle. Because she counterattacks each time she is hit, this will be a long and arduous battle, and you'll likely need to heal multiple times a round, and even revive a character from time to time.
But persevere! Defeating her will earn Rydia her summon! Remember -- Reflect is key here. If you don't cast it, you won't win, period. Hereafter, we can challenge the King, who is Leviathan, an even more difficult battle than the last one in some ways, but all-in-all is actually easier to defeat than Asura. You can and should head back to the Feymarch proper to heal and save before speaking with him and challenging him, however.
